Before the state can receive federal funding through the Environmental Protection Agency (EPA) for the state revolving fund, EPA must assess the state's wastewater needs, which is called the needs assessment. Since EPA heads this task, much more information may be found on EPA's Web site for the Clean Water State Revolving Fund.
After the needs assessment, the state prepares an Intended Use Plan (IUP) that explains how the funds will be used and what the priority projects are.

The IUP and the project list include a priority ranking of applicants for construction of wastewater treatment works under Title VI of the Clean Water Act as amended by the Water Quality Act of 1987.
