Municipal (public) wastewater treatment facilities are required by state regulation to prepare 20-year regional planning documents.
State regulation 401 KAR 5:006 requires that wastewater facilities plans (or plan updates) be submitted by regional wastewater authorities under certain conditions as described in the regulation.
401 KAR 5:005 requires that construction permits are to be issued only for wastewater treatment and conveyance facilities compatible with the facilities plan.
