Impaired waters that require a total maximum daily load (TMDL) can be in different stages of development.
Planning Phase
A watershed or a specific area is targeted to develop a TMDL. This phase includes administrative planning and logistical coordination of the TMDL project.
Monitoring Phase
Data are collected at impaired streams or lakes.
Development Phase
Data are analyzed using computer models and TMDLs are calculated. The TMDL report is written incorporating details of monitoring, more descriptive information on impairments, watershed characteristics and a general implementation plan.
Review Phase
All draft TMDLs are published for public comment and reviewed for a minimum of 30 days. After public review, all comments are addressed and the TMDL may be revised based on comments received. The TMDL report and response to comments are submitted to the Environmental Protection Agency (EPA), Region 4, for review.
After review and approval by EPA, the TMDL is published and the document may be used in watershed planning.
Reports currently under review
The draft report, Organic Enrichment TMDLs for Beargrass Creek and the Middle Fork and South Fork of Beargrass Creek in Jefferson County, Kentucky, has been prepared as required by the federal Clean Water Act. This report identifies 16.9 miles of stream segments in the Beargrass Creek watershed as not supporting or partially supporting designated aquatic life use due to organic enrichment resulting in low dissolved oxygen levels.
