DWSRF Intended Use Plan

The Intended Use Plan (IUP) identifies how the money will be distributed and describes how those uses support the overall goals of the Drinking Water State Revolving Fund (DWSRF) program.  Chief of these goals is public health protection. Included is a description about how the IUP meets the objectives (public health protection goals) of the Safe Drinking Water Act.

IUPs identify eligible projects and their priorities based on three primary criteria. These criteria determine which projects receive first priority for funding. Priority is given in a ranking order to those projects that:

  • address the most serious human health risks
  • ensure or maintain compliance with the Safe Drinking Water Act
  • assist systems with greatest economic needs

The 2011 Call for Projects

The DOW and the KIA have announced a call for projects for fiscal year 2011 through the Drinking Water State Revolving Fund (DWSRF) program. The 2011 Call for Projects letter was distributed in October 2009 to public water systems, area development districts, city and county officials and the engineering community.

Public water systems interested in financing a project through DWSRF must submit a project questionnaire during the call for projects period as a prerequisite to being placed on the project priority list. Water systems that are not on the project priority list will not be considered for funding.

Projects submitted last year but not funded will not be carried over automatically for consideration for funding in the 2011 cycle due to revisions in the ranking criteria. These projects must be resubmitted using the new 2011 questionnaire forms, available below.

We strongly encourage you to read the Priority System Guidance Document before you begin completing the questionnaire form, as you might acquire some useful ideas for improving your project's overall score.

American Recovery and Reinvestment Act of 2009

On Feb. 17, 2009, the American Recovery and Reinvestment Act of 2009 became law, which provided the Kentucky Infrastructure Authority (KIA) with economic recovery funds (ERF) for eligible projects.

UPDATE -- The updated Draft 2010 Drinking Water State Revolving Fund (DWSRF) Intended Use Plan (IUP) and updated Draft 2010 Clean Water State Revolving Fund (CWSRF) IUP -- which include the CWSRF and DWSRF American Recovery and Reinvestment Act (ARRA) Priority Lists -- are available for public review .
