The Division of Water and the Kentucky Infrastructure Authority have announced a call for projects for fiscal year 2009 through the Drinking Water State Revolving Fund (DWSRF) program. View the 2009 Call for Projects letter mailed in October 2007 to public water systems.
Public water systems interested in financing a project through DWSRF must submit a project questionnaire during the call for projects period as a preliminary to being placed on the project priority list. Water systems that are not on the project priority list will not be considered for funding. Applicants with projects on the current project priority list must resubmit their projects through this call for projects process.
Download the DWSRF 2009 Project Questionnaire, complete the form and mail it to the Division of Water, ATTN: DWSRF Amanda Yeary, 14 Reilly Road, Frankfort, KY 40601, or e-mail to amanda.yeary@ky.gov.

Completed 2009 project questionnaire forms are due to the Division of Water no later than Dec. 14, 2007.
Projects submitted by systems lacking technical, managerial or financial capacity or significant noncompliers are not eligible for funding unless the proposed project will improve capacity or compliance. Refer to capacity development.
Based on the information provided from the questionnaire, a document is produced that identifies the intended uses of the DWSRF program funds. Called the Intended Use Plan (IUP), this document is prepared annually by the primacy agency (state) for EPA and the public. The public has an opportunity to review and comment on the IUP before it is sent to EPA. Refer to the "right-to-know" provisions.
The IUP identifies how the money will be distributed and describes how those uses support the overall goals of the DWSRF program. Chief of these goals is public health protection. Included is a description about how the IUP meets the objectives (public health protection goals) of the Safe Drinking Water Act.
IUPs identify eligible projects and their priorities based on three primary criteria. These criteria determine which projects receive first priority for funding. Priority is given in a ranking order to those projects that:
- address the most serious human health risks.
- ensure or maintain compliance with the Safe Drinking Water Act.
- assist systems with greatest economic needs.
