Municipal Design and Construction Section

401 KAR 5:005 is the regulation that governs the issuance of permits for the construction and operation of sewage systems. In accordance with this regulation, the Municipal Design and Construction Section has the responsibility of reviewing plans and specifications for all publicly owned wastewater treatment plant projects.

The section is also responsible for managing those publicly owned treatment works projects that obtain Environmental Protection Agency (EPA) special appropriation grants or loan funds from the State Revolving Loan fund (SRF). These projects require the review and approval of technical documents as well as other items as outlined in agreements between the EPA and the Environmental and Public Protection Cabinet or between the Kentucky Infrastructure Authority and the cabinet.
