Facilities Review Section

The Wastewater Facilities Review Section is responsible for reviewing requests for approval of sewer line extensions and construction permits for non-municipally owned wastewater treatment plants.

During a typical year, approximately 1,200 plans are received. Plans receive an administrative review and are assigned to a project engineer who is responsible for performing a technical review to assure that regulation 401 KAR 5:005 and the minimum required standards outlined in Ten States Standards (the guidelines used by the division for wastewater reviews) are met. If a problem is encountered, the administrative reviewer or project engineer issues a Notice of Deficiency letter to the design engineer requesting additional information or plan revisions. Plans must be accompanied by a completed Sewer Line Extension Application Form with corresponding fees.

Review of these plans is to be completed within 45 calendar days after the plans are determined to be administratively complete. Once the plans are found to be complete, but before issuance of approval, the sanction list file is checked to make sure no sanction has been issued blocking approval.

The review for a construction permit for a WWTP requires involvement by other branches in the division. In addition to the technical review, the appropriate regional office performs a site survey to determine if the site is acceptable, the Kentucky Pollutant Discharge Elimination Branch determines the waste load allocation and the issuance is coordinated with issuance of the discharge permit.
