Kentucky Map Modernization Business Plan

In order for the commonwealth of Kentucky to receive funding from the Federal Emergency Management Agency (FEMA) to carry out map modernization activities, the Division of Water (DOW) was required to develop a Map Modernization Business Plan to define its five-year plan for managing components of flood map modernization efforts.  This plan outlined how the funding received will be used to develop the capability and capacity for managing the map modernization efforts statewide.

The original business plan was developed in 2004 and outlined efforts to gradually build a floodplain management program that would oversee statewide services of data collection, map digitization and floodplain regulation. 

To meet FEMA's performance goals, DOW's production schedule focuses on addressing high-population counties early in the program and processing the remaining counties according to their location within major watersheds. This approach exceeds FEMA's metrics and provides a cost-effective, logical basis for production.  Subsequent revisions to the original business plan were created in 2005 and 2006 to reflect program changes and account for alterations in production efforts.
