Kentucky regulations concerning cross-connections apply to public water supply (drinking water) and plumbing for potable water supply and distribution.Drinking Water Regulations: The public water supply regulations are located in 401 KAR 8:020, Section 2 for operation, maintenance and safety requirements of public and semi-public water supplies. These regulations state all cross-connections are prohibited [Section 2, (2)]. The use of automatic devices, such as reduced pressure zone backflow preventers and vacuum breakers, may be approved by the cabinet in lieu of proper air gap separation. A combination of air gap separation and automatic devices shall be required if determined by the cabinet to be necessary due to the degree of hazard to public health. Every public water system shall determine if or where cross-connections exist and shall immediately eliminate them.
Plumbing Regulations: The plumbing codes and standards regulations for potable water supply and distribution are located in 815 KAR 20:120. These regulations provide specific requirements and equipment regarding cross-connection protection devices. Check with the Division of Plumbing for specific plumbing regulations.
In the interest of public health and consumer protection, the Division of Plumbing is charged by Kentucky Revised Statute Chapter 318 to:
Conduct examinations; License master and journeyman plumbers; Review and approve plans for construction on all buildings serving the public whether they are publicly or privately owned; Issue plumbing construction permits; Inspect installations in order to assure compliance with the Kentucky State Plumbing Code.
No person, firm or corporation shall construct, install or alter any plumbing without first having procured a plumbing construction permit from the Division of Plumbing. Plumbing permits may be issued to licensed master plumbers or to homeowners for plumbing in their own personal residences. All plumbing work, other than that performed by a homeowner with his/her own permit, must be installed by a licensed journeyman plumber under the supervision of a licensed master plumber.
